Overview

The OBD Technical Specialist represents Navistar’s Certification and Compliance department as a technical expert in support of product development and certification with responsibility to define and interpret regulatory requirements from various Government agencies.  Responsibility will be assigned for all OBD certification activities from pre-production to post launch direct interface with regulatory agencies including EPA and CARB.  In addition, the OBD Technical Specialist will be responsible for both the development of certification test procedures and documentation to ensure that the highest level of quality is observed during the certification process.  The OBD Technical Specialist will be located at Lisle with occasional travel to Melrose Park Engineering Facility.  Travel requirements for the position are up to 25%.

 

Roles and Responsibilities:

  • Process/Documentation/Standardization of the certification process
  • OBD Regulatory Expert
  • OBD Certification documentation and reporting – DDE/PVE
  • OBD Certification and Compliance department representative – Program Requirements
  • Facilitate certification data reviews
  • Certification application documentation – Support role
  • Certification test planning and scheduling – Support role
  • Certification data management and integrity
  • Navistar OBD representative – EPA, CARB, EMA, SAE

 

Reporting Structure:

 

The OBD Technical Specialist will report to the Director of the Certification and Compliance department.  They will work directly with Government agencies, Navistar product development and program Management teams, as well as with certification and compliance lead engineers.

 

Experience:

 

The OBD Technical Specialist must have a sound fundamental understanding of the on highway heavy duty diesel industry and regulatory requirements. They must possess very strong technical communication and presentation skills as they will be a primary interface for OBD development, certification and compliance for Navistar.  In addition, they must be able to demonstrate a high level ethical and technical decision making ability in accordance to certification regulatory standards and regulations.

 

Position Purpose and Requirements

Oversees overall support functions for Product Development Engineering. Responsible for leading the processes, problem solving and implementing solutions to the complex and high risk engineering issues. Influences technical and regulatory standards bodies. Provides proactive strategy around identified opportunities. Serves as a critical asset in helping senior management articulate financial and technical strategy.  Serves as a critical asset in helping Corporation influence the engineering strategy of key partners.

 

Basic Requirements:

  • Bachelor’s Degree in Engineering or Engineering Technology
  • At least 8 years experience in product design/development or new technologies
  • At least 2 years experience leading new technologies or specialized technologies

OR

  • Master’s Degree in Engineering or Engineering Technology
  • At least 6 years experience in product design/development or new technologies
  • At least 2 years experience leading new technologies or specialized technologies

OR

  • PhD in Engineering or Engineering Technology
  • At least 4 years experience in product design/development or new technologies
  • At least 2 years experience leading new technologies or specialized technologies

Additional Requirements

  • Qualified candidates, excluding current Navistar employees, must be legally authorized on an unrestricted basis (US Citizen, Legal Permanent Resident, Refugee or Asylee) to be employed in the United States.
